A recent poll has revealed that the overwhelming majority of American voters are not in favor of new Biden administration regulations that require parents attempting to adopt foster children to pass an LGBTQ litmus test.

The poll, which was conducted by RMG Research and the Daily Wire, included 1,000 voters and found that nearly twice as many individuals oppose banning religious families who reject transgender ideology from adopting foster children. Only 29 percent of respondents believe that faith-based families who do not “affirm” a child’s gender dysphoria should be banned from adopting.

These results come in response to the Department of Health and Human Services’ (HHS) new “Safe and Appropriate Foster Care Placement Requirements.” These requirements mandate that child welfare agencies place foster children only with families who commit to creating an environment that supports the child’s LGBTQI+ status or identity. This includes ensuring the foster parents will use the child’s preferred pronouns, chosen name, and allow the child to dress according to their gender identity and expression even if it opposes their biological sex.

Foster parents must also agree to create “an environment that supports the child’s LGBTQI+ status or identity.” This broad criteria has left many worried it could include medical procuedures such as puberty blockers or “sex-change” surgeries. 

The poll found that 69 percent of respondents said it would be “good” for religious families to adopt, while only 13 percent considered it “bad.” Additionally, 54 percent of respondents do not support a ban on religious families adopting, while 29 percent agree with banning religious families who oppose transgender ideology from adopting.

The new HHS rule is scheduled to take effect in 2026 and mirrors requirements already implemented in states like Washington, Oregon, and California. The foster care system currently serves over 600,000 children, with couples practicing Christianity being more than twice as likely to foster children compared to the general population.
