Illegal Immigrant Applied For Asylum, Raped Woman One Day Later

A Mexican native who illegally entered the United States was reportedly caught in the act trying to sexually assault a Florida woman, according to the New York Post

Luis Hernandez-Moncayo, 27, reportedly turned “extremely violent” after doing cocaine and was found “on top of a screaming female” with his genitals exposed, the local Volusia County Sheriff said. 

Sheriff Mike Chitwood said that Hernandez-Moncayo was arrested for kidnapping and sexual assault just one day after he applied for asylum in the United States. 

The woman was able to notify authorities about her impending assault by telling her assailant that she was ordering pizza, and proceeding to call 911. 

“Yeah, I would like to order a pizza,” the woman can be heard saying in an audio message released by police. 

“Are you aware you’re calling 911?” the dispatcher asked. When the woman responded, “Yes, I’m sure I’m calling to [sic] that number. Can I get a pizza?” the dispatcher caught on and asked for information about the assailant. 

The dispatcher was able to confirm that the caller was with one unarmed man, but that the caller did not know where they were. The police triangulated the caller’s location and found the woman and the illegal immigrant. 

The victim said she intended to meet up with Hernandez-Moncayo for a drink, but after doing cocaine, “he became extremely violent and wouldn’t let her go and tried to rape.” 

Video evidence shows the illegal immigrant being pulled off the woman by police. 

“He’s now sitting in our jail with three felony counts against him — and the Border Patrol has lodged a detainer against him,” Chitwood said. 

The incident comes as the fiscal year for counting border patrol migrant encounters comes to an end. Fiscal year 2024 ended with 3 million inadmissible encounters between illegal immigrants and border patrol. Making encounters a record 10.8 million between fiscal year 2021 and fiscal year 2024.
