
President Biden has issued an executive order outlining key requirements for the development of Artificial intelligence (AI) technology. The executive order, which is one of the first steps taken by the federal government against AI, includes policies such as safety assessments, research for the technology’s impact on the labor market, and actions aimed at protecting civil rights.
One of the central aspects of the executive order is the requirement for developers of the most powerful AI systems to share their safety assessments with the government. Companies developing any AI model that could pose a risk to national security will be required to share the results of their safety tests.
“In accordance with the Defense Production Act, the Order will require that companies developing any foundation model that poses a serious risk to national security, national economic security, or national public health and safety must notify the federal government when training the model, and must share the results of all red-team safety tests. These measures will ensure AI systems are safe, secure, and trustworthy before companies make them public.“

The order also empowers the Department of Commerce to develop guidance regarding content generated by AI. Federal agencies will then implement these tools to guarantee that communications from the government are authentic.
The most critical aspect of the executive order is the emphasis on equity and civil rights. The White House claims that using AI irresponsibly can lead to “discrimination, bias, and other abuses in justice, healthcare, and housing.”
With the emergence of powerful AI models like OpenAI’s ChatGPT and developments by Google AI, AI has gained prominence in various industries globally. However, this rapid evolution has raised concerns among individuals who fear that AI may carry inherent biases and potentially serve the interests of its creators.
