Mayor Eric Adams Declares NYC a ‘Sanctuary City’ for Transgender Procedures

Mayor Eric Adams has signed an Executive Order that makes New York City a “sanctuary city” for transgender procedures. The order specifically prohibits the use of city resources to assist any jurisdiction attempting to prohibit so-called “gender-affirming care.”

In addition to prohibiting the city from placing any restrictions on transgender procedures, the executive order also protects individuals from states that have already passed anti-trans legislation. If a state chooses to investigate an individual or healthcare provider that visits New York City to participate in transgender care, the city will refuse to cooperate with the investigation.

In some states, if a health care provider violates these laws, that state could request New York City detain them if they are in the city. But, under Executive Order 32 signed by Mayor Adams today, these individuals will now be granted the protection and privacy in New York City to either receive or provide care that is medically needed. If a health care provider in a restricted state works with NYC Health + Hospitals, the New York City Department of Health and Mental Hygiene, or another city agency to provide gender-affirming services to support an individual, the City of New York will not cooperate with that state’s investigation of the provider.

The executive order defines “gender-affirming care” to include a number of transgender medical procedures including puberty blockers, hormone replacement therapy, and surgery. The order is presumed to apply to minors.

The decision to make New York City a “sanctuary state” for transgender individuals comes at a time when at least 20 states have already passed laws that restrict the medical transition of minors. As a growing number of children identify as transgender, and as the science becomes more clear that transgender care causes irreversible damage, legislators are quickly calling on the ban of such practices for children who suffer from gender dysphoria. A number of European countries are beginning to abandon “gender-affirming therapy” as well.

Regardless of the recent pushback against radical gender ideology, the most liberal states in the country such as California, Washington, and New York are doubling down on efforts to allow children to medically transition. Mayor Adams labeled anti-trans legislation as “discrimination” and stated that “people deserve the right to gender-affirming care.”

“This executive order reaffirms the fact that hate has no place in our city and that all people deserve the right to gender-affirming care and protection against prosecution for being who they are,” said Mayor Adams.
